allows the
Government to
detain
non-citizens or
put them under
house arrest
without charge.
Following the
September 11
attacks on the
United States,
neighbouring
Canada used a
long-standing
legal mechanism
to detain
several Muslims.
Years later
those men, such
as Mohammed
Harkat, are
still living
uncertain lives.
